Norton calls for new rules on U.S. Capitol Police stops
(Published August 9, 2004)

Delegate Eleanor Holmes Norton says she will meet with U.S. Capitol Police officials this week to call for the drafting and publication of new rules to ensure that Capitol Police officers do not unlawfully stop and detain citizens and the press when they are engaging in normal activities.

"The detaining of two journalists is an outrageous outgrowth of the overreaction of closing the streets and instituting multiple checkpoints as if we were under attack," Norton said in response to the detention Aug. 6 by Capitol Police of two journalists from The Common Denominator.

Norton said her meeting with officials was previously scheduled to discuss the use of less intrusive security methods.
