Meet the mayorís multimillion-dollar cabinet

Last April, The Common Denominator requested photographs and either biographies or resumes of all top officials in Mayor Anthony A. Williamsí administration from the mayorís Office of Communications. We expected to encounter no problem in obtaining the information, which we planned to share with the public in an informational format so that residents could learn more about the people who are being paid with their tax dollars to run their government.

After several weeks elapsed without receiving the requested information, The Common Denominator filed a written request under the Districtís Freedom of Information Act. After receiving no response from the mayorís office to the FOIA request within the legally mandated 10 business days, The Common Denominator telephoned the mayorís Office of Communications to inquire about the status of the request and was told more time was needed to respond.

On July 20, the mayorís Office of Communications provided biographical information about most members of the mayorís cabinet. Few resumes were among the information provided, although many of the appointments to the positions required confirmation by the city council. Black-and-white photocopies of photographs were provided of most of the officials, with actual photographs received in response to a follow-up request.

The Common Denominator later requested salary information, which was obtained within days ó without a Freedom of Information request, from the cityís Office of Personnel.

Name: John A. Koskinen

Background: Koskinen graduated with an LL.B. from Yale Law School in 1964 and did post-graduate work in international law at Cambridge University in England from 1964-65. Prior to his current position, Koskinen served as deputy director for management at the Office of management and Budget from 1994-97 and was assistant to the President and chairman of the Presidentís Council on Year 2000 Conversion from February 1998-March 2000.

Title: Deputy Mayor for Planning and Economic Development

Name: Eric Price

Background: Price received a bachelorís degree from the University of California at Los Angeles and an MBA from the Fuqua School of Business at Duke University. He served as chief investment officer and director of housing production for the AFL-CIO Housing Investment Trust for five years. Price directed all aspects of a joint $250 million homeownership initiative with Fannie Mae.

Title: Deputy Mayor for Children, Youth and Families

Name: Carolyn Graham

Annual salary: $124,843

Background: Graham holds a master of education degree from Antioch College, a master of public administration from City University of New York, and a master of divinity from New York Theological Seminary. She previously served as senior policy adviser to the mayor for children and youth. In 1997, she served as consultant to the deputy general secretary of the National Council of Churches of Christ. In 1995, Graham became the national director for council services of the Girl Scouts of the USA. In 1992, she was appointed director of the Human Services Department of Broward County, Fla. From 1987-92, Graham directed the D.C. State Health Planning and Development Agency.

Background: Kellems received a bachelor of arts degree from Emory University in Georgia and a J.D. from Georgetown University Law Center. Her background includes acting as executive director for the Criminal Justice Coordinating Council for the District of Columbia; as a job manager, team leader, program manager and senior associate for Booz-Allen and Hamilton Inc; as a summer associate with Cadwalader, Wickersham and Taft; and as a research analyst for the Bureau of National Affairs.

Name: Kelvin J. Robinson

Background: Robinson received a bachelor of science degree in interpersonal communication and a masterís of science in organizational communication from Florida State University. He served as bureau chief for emissions control within the Florida Department of Highway Safety and Motor Vehicles, was director of the Division of Hotels and Restaurants for the Florida Department of Business and Professional Regulation, and from 1994 until his current position served as director of legislative and public affairs for the Florida League of Cities.

Background: Bullock received a bachelor of arts degree from Yale University in 1981. He was elected twice to serve as town councilman of East Hampton, N.Y., from 1983-85, was elected county legislator for the County of Suffolk from 1986-87 and from 1988-1995 was elected to four terms as town supervisor of East Hampton. Bullock served as chief of staff to former New York Sen. Daniel P. Moynihan from 1996-2001. He worked as a columnist for in 2000 and served as press secretary to the Gore-Lieberman Campaign 2000 in western Pennsylvania.

Background: Clark holds a bachelorís degree in business administration from Regents College of the University of the State of New York in Albany and received an MBA from George Washington University. He is also a graduate of the American Management Associationís management course. Clark has worked for the U. S. Postal Services since 1977 and left his position as Postmaster for the District of Columbia to take his current position.

Name: S. Kathryn Allen

Background: Allen holds an A.B. in biochemistry and Afro-American studies from Smith College. She went on to receive her Juris Doctor from Boston College Law School, where she also completed graduate courses In banking law. Allen served as general counsel of Indian Head Bank Inc., now Fleet Bank, directing and managing the legal department from 1986-1989. From 1991-1994 Allen served as assistant general counsel for the U.S. Environmental Protection Agency where she was responsible for supervising and managing the Claims and Property Law Branch of the Office of the General Counsel. Allen also served as vice president and chief compliance officer for Chevy Chase Bank from 1997-1999. She was executive vice president and chief operating officer of ABC Net Corp. Allen also served as counsel and financial consultant for a branch of United Securities Alliance.

Prior to coming to Washington, she worked at the New York City Department of Finance for 11 years. Her last position was the city collector of New York City, where she oversaw five borough centers and was chiefly responsible for accurate and prompt collection of more than $3 billion in taxes and for implementing service enhancements in the areas of walk-ins, correspondence and outreach.


Department of Parks and Recreation

In earlier roles, she was chief of operations for solid waste management and chief of staff in the Public Space Maintenance Administration.
